Repair and Maintenance Policies

The board has adopted the following policies with regards to repairing and maintaining the District irrigation system:

  1. Rancho Ventura Irrigation Water Delivery District has been established and recognized by the county. No property owner repairs or movement can occur on the system without district approval. The District has the responsibility to maintain a working system and ensure water delivery is available to properties in the district. To maintain records regarding the location of irrigation pipes within each property in the district, the Board of Trustees needs to review and approve the work to be completed by irrigation crews to ensure quality control. While additional valves can be added to a property and the alley valve moved to a more desirable location, one valve must always be located along the alley and cannot be capped.   2. Open repairs and maintenance orders will be evaluated and completed as they occur if funding is available. A portion of the district’s budget will informally be set aside to (up to $5,000 by 11/1/2020) to complete repairs on an emergency basis during the year. 

  3. Repair/Maintenance repairs will occur only after solicitation of multiple bids from irrigation contractors. Contracts will be awarded based on company experience, understanding of scope and cost.

  4. The District’s responsibility for maintenance and repair includes all pipes, connections, standpipes and valves to the homeowner’s property valve adjacent to the alley on which the property is located. Each property should have at minimum of one valve at the top of the riser to be maintained by the District. Any connections or extensions beyond that riser valve is the responsibility of the homeowner including any additional valves, and requires permission by RVIWDD. This situation is similar to that of the city water extending to a city maintained water meter with all piping beyond that meter the responsibility of the homeowner. (updated 8/6/2021)

  5. There are existing properties that have constructed/erected structures over the existing main laterals on the properties located along the north side of our alleys (exception at the Edgemont alley along the commercial properties). No situation has occurred wherein a repair has been required underneath one of these structures at this point in time. When that situation occurs, or when all the pipes in the District have been replaced in the future the District will be notified. IF a homeowner desires to build/erect a structure over the irrigation piping where none exists the District requires notification to expedite a pipe replacement prior to construction/erection. A minimum of 45 days is required to obtain bids and complete the work during regular irrigation scheduling. If this pipe replacement does not occur before construction/erection, the District may not choose to bear the costs of a future repair.
